2. The Mandate of Caritas Gulu Archdiocese.
The
mandate given to Caritas in the Acts of the first diocesan synod from February
1996 is clearly defined as:

Target Groups
The
Caritas ‘Option for the Poorest of the Poor’ can be summarized in the following
sentence from the synod: ‘The disadvantaged and the oppressed be recognised,
listened to and cared for’.
The
focus group for Caritas Gulu’s intervention during
the period 2005-2007 will remain the most vulnerable and marginalised generally
in existing project locations. However
Caritas Gulu will work with and seek to reach out to
the following focus groups primarily at community rather than individual or
household level.
1. The
most vulnerable people served in the context of social services are:

Elderly
F
Formerly abducted returnees
(children abducted by rebels of the Lord Resistance Army who have found their
way back home).
F
Orphans
F
Child mothers (abducted girls
between the age of 9 -17 years who live in rebels’ captivity as sex slaves and
came back with children born in captivity)
F
People with disabilities
F
Child headed households (children
below the age of 17 years who lost both parents either in rebel raids or due to
HIV/AIDS and are now heading families)
F
Widows/widowers
F
IDPs
(internally displaced persons)
F
People living with HIV and AIDS
F
Night Commuters (children who move
away from their homes in camps and / or suburb of the owns to spend the night
in some other safe places within Catholic Church Institutions, town centres,
government and public buildings and other shelters erected by humanitarian
agencies to provide security and protection).

target group for economic development interventions are:

Organized productive poor.

Rural youth

Rural women
3. The
target groups for Emergency & Rehabilitation interventions will mainly be
victims of disaster whether man made or natural

Geographical Focus
The
geographical focus is the Archdiocese of Gulu with
its 23 parishes in general. The parishes are located in the three civic
districts of Gulu, Kitgum
and Pader.
Due
to resource limitation and donor partner requirements some of the interventions
are implemented in specific locations only.
Generally, the work of Caritas at
International, national and diocesan is based on the fundamental Christian
values. A number of these values are part of the core values of Caritas Gulu. In its work
to serve the most vulnerable and marginalised, Caritas Gulu
shall be guided by the following values and principles:

Caritas Gulu
will, therefore at all times, endeavour to be consistent and coherent in all
its actions, ensuring that the values it espouses in its work will be reflected within its departments at every
level. In addition Caritas Gulu will espouse the
behavioural values of integrity, commitment, communication and innovation.

principles that shall guide implementation of Caritas Gulu
activities will include:

a Faith Based Organisation, in terms of distinctive strengths following four

The mission
statement of Caritas Gulu is to promote peace, social justice
and integrated development in Gulu Archdiocese in line with the Christian
values. Caritas Gulu will carry out this
mission on behalf of the Gulu Archdiocese by:
F Providing
a forum for dialogue to share ideas, learn from and support each other’s
efforts and reconciliation at all levels
F Helping
Parish Caritas teams to build and strengthen their own capacity in order to
serve the poor and the marginalised more effectively
F Act
as a voice for the cause of the poor and enabling the poor to be their own
advocates
F Collaboration
and networking at all levels within Caritas and other bodies, Government, local
NGOs and the International community
F Facilitating
integral development
F Empowering and
training people for self reliance through capacity building for self employment
and the development of cooperatives and other local initiatives.
The
following operational and organisational goals are long term, general aims that
give direction in view of program- and project-planning as well as for management
tasks.
